MCF is a therapeutic foster care program administered by the Maine Department of Health and Human Services' Office of Child and Family Services for certain children in the Department's custody. The Program is a public/private partnership with Spurwink and Community Care.

The Child Welfare Training Institute provides training and support for the Department of Health and Human Services' Maine Caring Families Program.
