Competency Model

The Department of Health and Human Services and CWTI came together to identify the knowledge, skills, abilities, and underlying personal characteristics needed to be an effective foster parent. This was accomplished through interviews with adoptive and foster parents who had been chosen as outstanding by their peers. In addition, DHHS Adoption and Licensing staff were interviewed and an analysis of the licensing requirements was made. The personal characteristics which, in part, make up the competencies, were identified based on those interviews.

The result was the identification of a set of competencies - specific areas of outstanding performance. Competencies include all the skills, knowledge, values, traits, and motives required of the person fostering or adopting. A listing of the competencies to be addressed will be listed in the beginning of each session of this curriculum.

No one individual is expected to be accomplished in all areas comprising the competencies because all individuals continue to evolve and change through their learning experiences over time.  Rather, through self-assessment and reflective practice, the adoptive or foster parent is in a constant process of learning and growth, reflecting upon and learning from experience.
