About the Project

RECRUITMENT AND RETENTION OF CHILD WELFARE STAFF

In 2003, the Maine Child Welfare Training Institute was awarded funding from the Children’s Bureau for a five year project to develop and implement a comprehensive training model to increase recruitment and retention of child welfare staff. The model includes a mix of well-coordinated strategies and approaches to address recruitment and retention.
The proposed approach will develop agency capacity for effective human resource management, forging a link between the agency’s mission to deliver quality services and the recruitment, motivation and retention of qualified staff. The model is shown on the attached chart.

Goal: To increase the recruitment and retention of competent child welfare staff through the development and implementation of a comprehensive, research-based and practical training model.

Objectives:
1. To develop a framework and plan for recruitment and retention in a child welfare agency.
2. To design a comprehensive curriculum, training model and plan combining academic credit, on-the-job
    experience and mentoring.
3. To implement the training model statewide in Maine, New Hampshire and Vermont.
4. To administer and evaluate the process.
5. To disseminate information regionally and nationally.

Throughout the project, we will collaborate with the New England Association of Child Welfare Training Directors by providing updates at quarterly meetings and by hosting a two-day workshop in Year Three of the project.
